Founded in 1979, COMD publishes the national quarterly newsletter Draft NOtices. Was the plaintiff in a key equal access case (San Diego CARD v. Grossmont Union HS District, 9th Circuit, 1986). Monitors legislation, especially in California. Publishes info. on high school students' rights, guide for leafleting at high schools, factsheet on conscription, and more.
