pdf Policy Memorandum 50 - U.S. Army Recruiting Command (USAREC) Partnership Initiatives Popular

Memo from U.S. Army Cadet Command ordering JROTC teachers to help the military recruit students into the Army. Can be used to rebut claims that JROTC is not a recruiting program.
NOTE: Project YANO has received copy of a memorandum, dated Oct. 6, 2008,  rescinding Policy Memorandum #50. It is signed by Maj. Gen. W. Montague Winfield, Commander of the U.S. Army Cadet Command. It is important to note that for years prior to the issuance of Memorandum #50, and during the nine years it was in effect, proponents of JROTC continuously claimed it was not a recruiting program. Memorandum #50 was not, in fact, the only proof of JROTC's recruiting function. For example, DoD officials have repeatedly boasted of its success as a recruiting tool in testimony given to Congress. The rescission of Memorandum #50 does not change the reality that JROTC truly is a military recruiting program.
